Most likely the version of SANE in Debian is ancient and moudly; the 
directions on the SANE site will reflect a _much_ newer version of SANE.

If this is the case, your best choice will be to either use the 
documentation that was installed with the copy of SANE now on your 
machine, or remove the debian SANE and build it from the sources on the 
SANE website.

The version numbers don't look that different, but it's possible that 
SANE changes a lot even with small version incremements. Alternately, 
perhaps you haven't installed all the required SANE packages (maybe 
xsane is needed, for example).

I'd use packages.debian.org to check, but they're down.
