[plug] msec and file permissions

Belated thanks for the help from Cameron and James regarding the 
setuid/setgid bits and other suggestions... I've got it running pretty 
much as I want it now, although msec is still doing some strange things 
with permissions of certain paths (e.g. /var/log) and with _some_ users' 
umasks. I'm not sure exactly what's even going on there, maybe once I 
get a clue I'll have another tangible question... This admin stuff is 
just not my thing :-/
