If you mean quotacheck, it is used to create and repair quota files, and
to scan for initial values.  You might like to ensure that quotas are
actually running by using:

# quotaon -pa

This should tell you the state of quotas on all quota-mounted mounts.
Double-check that both user and group quotas are in the state you expect
them to be.
