Try:
$ apt-get --version
$ apt-get moo

Also:
$ dpkg -L apt | grep man

My apt has man pages for apt(8), apt-config(8), apt-get(8),
apt-cache(8), apt-cdrom(8), sources.list(5), vendors.list(5),
apt.conf(5), and apt_preferences(5).

It also has French manual pages.  Try "LANGUAGE=fr man apt-get" :-)
