There should be instructions on how to do this at www.kde.org as well as a 
small amount of distro specific info (though interestingly, nothing for Red 
Hat).
If you got debian then
1. apt-get clean
2. change /etc/apt/sources.list to include one of the KDE sources listed on 
www.apt-get.org - which by the way, all seem to be mirroring kde3.1; just got 
it, veeeery nice... :)
3. apt-get update
4. now you should have progs from kde3.1 in your dpkg list (ie: use dselect to 
find prog with version number). Unfortunately there won't be a kde3.1 
metapackage so you'll have to select a crucial core package like kdebase-bin 
3.1 to get the whole process rolling. By selecting kdebase-bin 3.1, dselect 
should send you to the dependency resolution screen and point out that 
kdebase-bin conflicts with kdebase-bin 2.2 and a whole bunch of other 2.2 
stuff. Make sure the 2.2 is signed to be removed. Then install kdebase-bin 
and whatever dependencies it requires, and whatever else you may want.

Note that there is no other way to install 3.1 than to blow 2.2 away. At this 
stage it's very difficult and inadvisable to keep two versions of kde on the 
same system. Post kde4 versions are meant to be more accommodating of this 
feature. But in any case, all the settings you had in 2.2 will be used for 
3.1 and if there is any reconfiguaration necessary the installer will ask you 
whilst installing.
