For the most part, the feral governmnet controls the money.

The defence of Australia, greenhouse gas emissions, and the Australian 
environment, health funding, etc - responsibility of the feral 
government. But, in terms of responsibilities, we need responsible 
governments, at whatever level. If and when we find one, in this 
country, it should be good.
