It had not been created yet.

I have this aversion to creating opt-out mailing lists[0], and as Leon
said earlier it is unlikely many people will join it of their own
volition.

As a result those people that feel they need to be heard will not use
that list because it doesn't have a large enough audience to vent at.

Having said that, let's try it.

email "subscribe" or "join" to off-topic-request at plug.linux.org.au
