We are talking about bank fees, which can and are levied every time the money 
slows down.. This is not a "commission" thing.

One way or another (now more directly) the vendor recovers the costs from the 
end consumer. Big vendors *were* getting a rebate on the fees.   

Banks are evil. That hasn't changed, it's just become reinforced, again.
