[plug] No Devices in CUPS

When I attempt to add a new printer to CUPS via the web admin interface
there are no devices to choose in the Device list.  Have a done a
naughty somewhere?

Does it attempt to detect devices based on the hardware or does it have
a predefined list that has somehow vanished?  I had no luck finding any
references to it anywhere on the 'net and my remaining working CUPS
boxes are currently busy being dead so I can't compare them.
