i think i understand, but let's just clarify.

your cgi-bin directory and the files therein work until you add the rewrite
rules. correct?

what errors are you seeing when you try to access the scripts? what comes
out in the error log?

my guess is your rewrite rules aren't restrictive enough, but i'm really
poking around in the dark on this one.
