No, that is not my understanding.

Given that all GPL work needs a changelog, the debian kernel package
maintainer creates the following two files: README.Debian.1st.gz and
debian.README.gz.

The changelog for 2.4.20-1-686 has the following sections:

      * These patches were applied:
      * These modifications were also made:
      * Changes to comments and documentation:
      * Non-free bits removed:

Each going into great detail what was done.

For what it's worth, /usr/share/doc is a really great place to read up
on a debian system.
