[plug] Debian character encoding problems

Hi,
Background: I've just switched to using Debian Woody from Redhat 9.
I've had a bit of a google and tried a couple of things to no avail -
part of the problem is I'm not sure exactly why it doesn't work.
The issue is noticed in two places - which may or may not be related.
Firstly in Java: The work I do is largely for German clients so we use a
lot of umlauts in our texts. However since switching to debian these are
replaced with a square instead of displaying the correct character.
Secondly in OpenOffice.org: No standard characters in the fonts don't
seem to be present - for example the autocorrection replaced my " with
the appropriate directional " (eg 66 and 99 in primary school talk). The
replacement characters weren't printable and therefore were replaced
with ?'s. Looking further most of the OpenSymbol font cannot be
displayed etc etc.
I've tried setting up a different locale with UTF-8 encoding, but that
didn't seem to make a difference. Any suggestions with what I should
try?
