[plug] EXT2 Read support on Windows

Just for those that are interested, there is a service to read EXT2/3
Filesystems under Windows NT/2000/XP

There is a bug where sometimes it reads Directories as files on larger
filesystems, and probably are countless others but its better than nothing. It
is still a 0.2 release.

Source code is available (delphi) and it is licenced under the GPL (although the
author isn't 100% on this)
