[plug] relay question

I've been trying to shutdaown a relaying issue with postfix.
I have the following in main.cf:
smtpd_recipient_restrictions =
        permit_mynetworks,
        permit_mx_backup,
        reject_unauth_destination,
        reject_unknown_sender_domain,
        reject_non_fqdn_recipient,
        reject_non_fqdn_senders,
        permit

allow_percent_hack = no
swap_bangpath = no

When I test this for relaying it still is open for relaying.  Does anyone know what parameter I need to stop the relaying?
