If you want to stop IE users short use the Micro$ Management Console --> 
Group Policy ...
It is reachable by going Start --> Run --> mmc
Hope that helps those people out there stuck administrating some windows 
boxes. There are lots of things you can lock down. I don't know if it in ME 
or 98 but it is in 2k and XP
