[plug] ftp help needed

Can someone shine some light on this problem. I'm setting up an ftp server to allow access from internal users only. Therefore the accounts must exists in order for access to be granted.
When I went to test the service I'm getting the following:
May 21 11:45:54 gateway ftpd[27095]: ACCESS DENIED (deny command) TO 192.168.5.13 [192.168.5.13]
May 21 11:45:54 gateway ftpd[27095]: FTP LOGIN REFUSED (access denied) FROM 192.168.5.13 [192.168.5.13], jlmiller
May 21 11:46:03 gateway ftpd[27095]: FTP LOGIN REFUSED (name in /etc/ftphosts) FROM 192.168.5.13 [192.168.5.13], web
May 21 11:46:03 gateway ftpd[27095]: ACCESS DENIED (deny command) TO 192.168.5.13 [192.168.5.13]

It doesn't matter if the user is myself or another account on the server. To test if it really is working I used a account that I setup as having no access (web) and this worked. But my name is not in this file. Can anyone point me in the right direction as to what I need to do or look at?
