There are no reverse DNS entries in more detail than that, but that 
tells you whose IP range those you're encountering are in. Since there's 
a source and destination IP, its probably ARP requests not DHCP (which I 
seem to remember should have destination MAC as ff:ff:ff:ff:ff:ff but 
also destination ip as 255.255.255.255). Hopefully that should set you 
on the right track in debugging the problem.

IF not, please post more informatively with info on your 'net 
connection, immediate network connections, etc.
