This is configurable, but we need to know what programme you are using.
E.g. does 'xterm' ring a bell? Or 'gnome-terminal', for instance? Each
of these will have a 'man page' or other help. In the case of xterm, the
man page indicates that the -sl option can be used. This means you would
need either to modify the 'invocation' of xterm (e.g. do you press a
button to open up xterm?) or perhaps modify your X11 preferences for
xterm. In gnome-terminal, there is probably an easy option under the
'Settings > Preferences...' option, in the 'Scrolling' tab (this is
true for GNOME 1 / Debian woody, at least).
