If possible, don't rasterise the thing before printing :-) In fact, you
don't really want people attempting to rasterise it themselves because
you will either get a lot of variation or have to put people through a
lot of hassle.

Ah, you see, "shrunk"...there are at least two interpretations of that.
One of those is "hot" (as in "good") while the other is "not".

Although it probably goes without saying, there's no point increasing
the original bitmaps to 300dpi if they work out as less than that to
begin with (i.e. there would be not benefit). For the colour artwork, it
should be sufficient to use a lower print resolution, and that gives you
more leeway with regards to downloadable file size :-)

Factors to consider:
 - will they be laminated?
 - will they go into name-badge clips?
 - will they be double-sided?

Commonplace name badges should accommodate 90x55 fine, but sometimes
they are smaller (yet 'make to order' name badges are often much
larger). For lamination, aim for a smaller size (e.g. no more than
80x50mm) so that they will fit into the lamination pouches and the
addition of plastic edging will still leave you with a credit card-sized
result. With regards to being double-sided, will hobbyist lamination
machines accommodate a folded sheet (from <100gsm stock)? If so, perhaps
aim for 80x100mm so that people can print out both sides of the card on
the same page and just fold the card in two to make a double-sided card
for lamination.
