[plug] PLUG list -> RSS feed

Ok, I'll bite...
I find email lists are quite convenient as replying
is pretty intutive in my mail client (mutt).

RSS is good for reading things, but I'm not sure
posting back to a thread is so simple.

OTOH, perhaps this extra hurdle to posting
would reduce list volume, which someone might
think is a good thing, although I don't think I do.
