I don't actually want to move an entire layer as such, though as a
work-around I could duplicate a layer and then delete the regions that I
don't want to move. However, pressing arrow keys with the move tool
(with or without a selection) causes the cursor to change from an arrow
to a stop sign :(

Too much slippage when I use the mouse button.
