[plug] Rising Windows

If there is one thing about my workstation that gives me the absolute
he-be-jeebies it has got to be an application that puts up a dialog box
on-top of another application.

Example:

I'm reading mail, I click on a URL, galeon opens a window in the
background and begins to open the web-address, then I start writing a
message, galeon decides that it can't open the URL and puts up a dialog
right over the top of everything.

I want dialogs to stay with their parent windows, none of this "rule the
desktop rubbish".

How do I do this?
