[plug] splicing video files

Hi All,

I was wondering if anyone had some imput on software for splicing divx
avi's and mpegs, which will also allow me to then cut the files into
smaller parts afterwards?

Also while I am at it, how would I go about converting these video
formats into something like a VCD for viewing on a dvd player??
