/etc/ is about as close as it gets to a "registry". Rather less
fragile as well.

The kernel is the operating system's resource multiplexer.
It manages access to physical and virtual resources and enforces
access restrictions.

Loadable module management happens semi-automatically. Mostly
automatic for recent hardware.
