That sounds annoying.

Are you restricting the connections by host as well?  If you restrict
hosts that MySQL will allow to connect to the local network (and protect
yourself from spoofing from outside your firewall) then it will add
another layer of protection.   However I do see your point Bill about
not wanting it listening *at all* on the external interface.
