Me too. I'm working on the assumption that something is blocking ICMP.

Only the one I have no choice about (WestNet's transproxy). A
shift-reload works, and frankly I haven't visited the site in 6+ months
anyway. It also works in both Konqueror and Mozilla. I can see the
traffic on the link. I rather doubt it's caching unless it's well
upstream from me.

I can also access www.e3.com.au from work (mozilla via remote X) which
is also with WestNet and from www.postnewspapers.com.au at Indigo
Networks or AceOnline or whatever they're currently called.

>From all those locations, a traceroute shows:

traceroute to www.e3.com.au (218.214.15.167), 30 hops max, 38 byte
packets
 1 indium.indigo.net.au (202.0.184.1) 55.401 ms 7.193 ms 3.027 ms
 2 swiftel.ix.waia.asn.au (198.32.212.44) 1.971 ms 2.204 ms 2.259 ms
 3 p-nya.swiftel.com.au (202.154.95.2) 2.510 ms 3.200 ms 1.792 ms
 4 * * *

and from all locations I can also:

$ telnet www.e3.com.au 25
Trying 218.214.15.167...
Connected to www.e3.com.au.
Escape character is '^]'.
220 pcguru.com.au (We block/report all UCE and SPAM) ESMTP
QUIT
221 Bye

so it's /definitely/ not caching. Convenient that the mail and web
services share an IP.
