Given that it leaves the package in an unconfigured state (according
to dpkg, anyway), submitting a bug would make sense.  BUT.  Looking at
bugs.debian.org/acpid there are already two bugs open on this very
issue (#234274 and #234270); the most recent entry in the bug log says
it's supposed to be fixed in 1.0.2-12.
