According to the homepage for devolution-mail, it is a complete rewrite.
They're using C#.Net and XML and a bunch of other buzzwords.  Aside from
a familiar name, a very familiar logo and two screenshots, they don't
seem to have made much progress towards recreating Evolution (which
would be quite a job).

I wouldn't hold my breath on this one  :)
