Well I doubt this is best practice but i've never turned up a problem
with my method which is just to literally blow off all the "loose" dust
then use a basting brush to gently brush away any dust more closely
stuck to the motherboard and components. 

I try to remove as much dust as I can from the CPU fan but I haven't
perfected this yet.

The power supply I will open up and blow out before tapping it against a
flat surface like a table to remove any excess dust.
