Channel 31 is a television station designed to show community-based 
programmes.  There is one in each capital city, but they each operate 
independently although some programmes are shared.  Rove McManus got his 
start on the Melbourne one.  In Perth the current licence holder is Access31, 
not CTVPerth - as has been previously mentioned.  CTVPerth is the main 
content provider for Channel 31 in Perth.  The reason that google has no 
mention of Access is because - and I have to be legally very careful here -  
according to rumour they are having money troubles and have been unable to 
maintain a web presence since about December.  They maybe losing the licence 
soon anyway.  The ABA is holding meetings this Friday to decide the permanent 
licence holder for WA.
