Interesting! I'm discovering the same...
The rule I learnt always used to be unqualified first, then fully
qualified, but I have been noticing of late that all the automated tools
now do it the fully qualified name first...
Tools like sendmail always did(/do?) their best never to look at a hosts
file too! ;-)
