The module loading part is in an include file Include
/etc/apache/modules.conf
That might be why the config utility is having trouble (or maybe not, I
usually build and maintain apache the easy way, by hand, so I don't know
how they work.).

But I think my second reply, and Cameron's might be more helpful for you.
