No. They don't have to. The gateway between the two can be as simple
as a single email address on the NNTP server to handle the posting
of mail to news. Set the newsgroup to moderated and the moderation
address to the PLUG list, add the aforementioned email address and
it all sort of works without risking Mailman changes.
