[plug] tetex-bin didn't upgrade

Yeah I had a look at the log it was missing one config file which 
'happens' on an upgrade supposedly only on debian why I don't know hence 
testing I suppose.  Anyways I created by just doing touch texsys.cfg in 
the following directory.


#cp texsys.cfg /usr/share/texmf/tex/latex

That solves 99% of the issue the last issue I'm looking for now is the 
following:

###############################################################################
fmtutil: Error! Not all formats have been built successfully.
Visit the log files in directory
  /var/lib/texmf/web2c
for details.
###############################################################################

This is a summary of all `failed' messages and warnings:
`pdfetex -ini  -jobname=pdfetex -progname=pdfetex *pdfetex.ini' possibly 
failed.


I think its the language.def file according to the log which is missing.

So I'm trying to find out where it is.  Can you do a locate for me to 
tell me where it is in your system.
