I have to say, pure HTML and CSS editing is the go. I seem to be able
to get fairly good looking stuff (although I do use a template engine
to put the content in the designs).
I do all my work in vim. Although if you do need a GUI. I would have
to say nvu does the job ok, do the basics in there and the advanced
stuff by hand.
