That's probably a fair comparison, though RHEL is probably more like
"Debian stable bundled with a per-server support contract."

Not really. It's more similar to, eg, Ubuntu - frequent releases of very
recent, often bleeding edge software, but with a definite release cycle
including freezes, testing, etc. It's not in a constant state of flux
like testing, though there do tend to be a fair few fixes and updates
after the release. Debian Testing is more like RH Rawhide, ie "what will
become the next FC release".
