You could use syslog-ng on the embedded linux machine and forward a 
second log stream to the windows box where you could use a tool such as 
http://www.kiwisyslog.com/info_syslog.htm
I use syslog-ng at work on a *LOT* of boxes and while not perfect, it is 
pretty flexible.
