There are two things, encrypted passwords if you're using clients that 
don't support them (some Win 9x clients).

But there is also secure channel signing that 2K/XP/2K3 clients will 
want to use by default.  Search the registry for "requiresignorseal" and 
set all instances of it to "0" (zero), and see if that works.
