Open Source and Open Standards

In a recently published interview in the IT trade press, Victoria's
new CTO, Tony Aitkenhead, made the claim that what governments needed

governments in Australia benefit from open standards more than they
would from open source? Should open standards be mandated for the
procurement of computer software? Let's see if we can answer some of
these questions.
