[plug] HDTV Tuner card

Myself and a number of friends have all gotten VisionDTV. Its a twinham
card that works well in Linux (don't know about windows). The interface
is one that provides a mpeg2 stream... and decoding wise, for 1080p,
~30% CPU on my AMD64 3000+ (2Ghz)
