If I was cutting and pasting numbers I believe I would want it to be
commaless. The application that you are pasting to, should in itself be
configured to handle the comma's accordingly.
From a programming perspective (at least my programming perspective) it
would be painful if I were to have to delete the comma's from each
numerical paste so that my application I was working on didn't hiccup on
each comma-containing numerical value I pasted into the code (assuming
the code required a numerical value and not a string of course).
