Have you considered network-based (IP) web/security cameras?
Most of them run an embedded web server engine.
e.g. Basic model
http://www.dlink.com.au/Default.aspx?ArticleID=109
e.g. Security cameras
http://www.axis.com/products/video/camera/index.htm
Prices from about $250 to beyond $2000.
