That's not quite true, it's actually limited to 7-bit ASCII for most
applications.  (e.g. mutt won't display any accented characters in a C
locale.)  There are also differences in things like collation order;
e.g. in a C locale, `ls` (and anything else that does a "proper"
locale dependent sort) will sort uppercase letters before lowercase
letters, but won't in en_*.*.
