Fsk, can't you trim your quotes a little?
You don't need VoIP for this and your original statement about the audio
quality over a modem makes even less sense with the information you just
provided.
Either there are little old ladies on the phone and they need a dialer,
or there is a piece of software that talks over the phone line, not both.
If it's the former, a modem is all you need.
If it's the latter, you need to take heed of the comments given on this
list.
