It'll be a setting in the display manager, such as /etc/X11/gdm/gdm.conf
for GDM or whatever config file KDM uses, that controls whether root
login to the GUI is permitted. In GDM it's:

'AllowRoot=false'

not sure about KDM, which I think Mandrake uses.
