Sounds like you "just" need a minimal bootable Linux (e.g.
Insert/Feather) that dd's a disc image (or partition images) from a
compressed ones the same CD to the hard disc on bootup. Partition
images would be safer if user files are kept on a separate partition.

You probably want to put a GRUB menu in front with suitable warnings
about it "resetting" the hard disc; and the potential loss of data.
Make sure that the default is "harmless" in case the CD gets left in
the drive.
