[plug] Squid and Windows Update Cache

Yes, since about the time that Windows Update started verifying your
installation of Windows for access to updates, it's been doing all
manner of odd things.  

Haven't had time to look into it yet, nor will I in the near future :(
All I can say is that the wget downloads don't kick off and nothing
comes out of the cache anymore ... but some small things still log as
using the cache, mostly as Windows Update is initialising (i modified
the scripts to log cache hits and wget forks).  I can't remember if it
already logged and I just cleaned it up a bit or if I added the logging
from scratch, too long ago.
