I can't really remember, Phillip. I do know that I read it with
particular reference to disabled vets and computing - I just skimmed it
to get the gist, which was that the US .gov was actually doing something
to give amputees and quadriplegics/paraplegics computer access. I admit,
I didn't bother to skim it deeply.

I've just done a few searches using alltheweb, but no dice.
