I have no idea about lsh, never heard of it, but you can definately do
it with openssh  (simply put your public key in ~/.ssh/authorized_keys
and set
"PasswordAuthentication no"). My web facing ssh server only allows
this form of authentication and it works perfectly from my laptop...
now to impliment CBAC at the router...
