firstly make sure you have a carriage return after the last line
of /etc/sysconfig/network
kat short version: a KDE indexing system (supposedly fixed in the updates)
ie its a resource hog and not very useful

IPV6 yes in that file it should be uppercase
you havent disabled IP you have disabled IPV6
in short its a future Internet protocol

For anybody else on the list interested in mandriva 2006
it has 3 serious issues on the original cds
1. xorg is very broken you should configure urpmi
and update as soon as you install.
2. kat is broken you should update/remove it
I remove it
3. IPV6 has been a problem on all the installs I've done
I recommend disabling it.
